Permits and Access at Clearwater Beach

Rules differ by who runs the sand. Pinellas County’s film guidelines say handheld portrait sessions in county parks such as Sand Key need no permit during regular park hours, as long as there are no large lighting setups and paths stay clear. Clearwater Beach itself is a city beach, so Mallary confirms the current City of Clearwater requirements before your date and picks a spot and time that keep things simple for you.

Which Beach in Clearwater Is Best for Maternity Photos?

There is no single nicest beach in Clearwater. It depends on whether you want the classic open Gulf, a quieter stretch or something truly undeveloped. Here is how the main options compare for a maternity session, based on what each park publishes.

• Clearwater Beach near Pier 60 Park: the famous one. A wide, west-facing Gulf beach with big sunsets. Sunsets at Pier 60 is a free nightly festival from roughly two hours before to two hours after sunset, so this stretch is busy right during golden hour. The Pier 60 fishing pier was damaged by Hurricanes Helene and Milton and was reported closed, so I do not plan around the pier as a backdrop.
• Sand Key Park: my pick when you want the Gulf with fewer people. It is a 95-acre county park with both beach and park areas, just south of Clearwater Beach. Parking is a $6 daily fee as of January 1, 2025. Pinellas County's film guidelines say portraits do not need a permit when the camera is handheld or on a tripod, there is no large lighting setup and the park is used during regular hours.
• Caladesi Island State Park: about 3 miles of undeveloped beach, ranked the best beach in the U.S. by Dr. Beach in 2008. It is reached only by ferry from Honeymoon Island, which takes planning in the third trimester, and its portrait rules are not published, so we confirm with the park first.
• Honeymoon Island State Park: just north in Dunedin, with Gulf beach plus the Osprey Trail through slash pine flatwoods, so you can get a beach look and a green look in one stop. There is a per-vehicle entry fee.

Off-Beach Spots in Clearwater for a Second Look

If you want variety without a second drive, Clearwater has two good non-beach backdrops.

Coachman Park reopened in summer 2023 after an $84 million redesign. It covers 19 acres on a bluff above the water, with a promenade and overlook that suit a fitted dress or a city-style look.

Moccasin Lake Nature Park is a 51-acre preserve with trails and boardwalks under mature oaks. Admission is free, but it is open only Thursday to Saturday from 10 a.m. to 5 p.m. and Sunday from noon to 4 p.m., so it works for a shaded daytime session rather than sunset.
